INDUSTRY REPORT 2026 · FORECAST

What is the outlook for the palm leaf tableware industry to 2029?

Our forecast puts Indian palm leaf tableware exports in FY 2028-29 at about 26.5 million US dollars in the central case, with a best case of 29.0 million and a bear case of 21.5 million. The starting point is 20.12 million in FY 2025-26. The US decides the headline number. In all three cases Western Europe stays the largest region.

For importers and distributors planning volumes, ranges and supplier choices over the next three to four years.

Quick facts

  • Base year FY 2025-26: about 20.12 million US dollars and roughly 350 forty-foot containers (provisional, our estimate).
  • FY 2028-29 scenarios: best 29.0 million, central 26.5 million, bear 21.5 million (our forecast).
  • The gap between best and bear is about 7.5 million a year, mostly decided by the United States.
  • In every scenario Western Europe stays ahead of the US as the largest regional destination.

Where does the palm leaf plate industry start from?

From a bad year. By our estimate the industry left FY 2025-26 about 25% smaller by value than a year earlier: about 20.12 million US dollars across roughly 350 containers, against 26.73 million across about 510 in FY 2024-25.

Almost all of the fall came from the United States, which took about 72% of the loss in value. The mix changed with it. The US dropped from about 41% to about 31% of value, Western Europe rose from about 41% to about 48%, Israel held at about 9% and the long tail grew from 9% to 12%. These are our estimates; the method is on the Industry Report 2026 methodology page.

What are the three forecast scenarios to 2029?

We built each scenario market by market from the FY 2025-26 base. They are projections, not measured data.

Scenario FY 2028-29 exports (USD million) What has to happen
Best 29.0 US demand rebuilds towards its FY 2024-25 level with low duties, tighter EU packaging rules lift European demand, and two or three new markets join the top 20
Central 26.5 US duties ease to 10 to 12% by 2027 and the US recovers in part, Europe grows steadily, Canada and Australia add volume
Bear 21.5 US duties stay at 18% or more, US distributors stay with bagasse, wood fibre and PLA, and no new market converts

The central case brings the industry back to about where it was in FY 2024-25, with a different map underneath. The spread between best and bear, about 7.5 million a year, is bigger than FY 2024-25 sales to any single destination except the US.

Will the US market for palm leaf plates recover?

Partly, and more slowly than duties can change. A tariff can be cut in a week. A distributor that moved its programme to bagasse or PLA during a 50% duty year will not move back for one cheaper quote. It will want a full season of reliable supply first.

Duties have already moved in the right direction. The US rate on Indian goods was 10% from February 2026 under a temporary measure, and has stayed at 10% under the Section 301 action since 24 July 2026. That is already at the lower end of what our central case assumed for 2027. Our report figures stop at 31 March 2026, so we have not changed the scenarios, but I would now lean towards the central case or better for the US.

Which regions will grow fastest?

Western Europe should grow at a steady mid-single-digit rate, with Germany leading. The EU single-use plastics rules keep pulling buyers away from plastic, test reports to LFGB and EN 13432 keep weaker suppliers out, and freight costs should ease over time.

Israel should recover towards its FY 2024-25 level and hold third place. Its fall was about freight, not demand. The long tail should grow faster than the top 10, led by the Middle East. By our forecast the number of destinations that matter will widen from about 20 to about 30, and the Middle East will become a third real region next to Western Europe and the US.

What stays true in every scenario?

Four things, and for planning they are more useful than any headline number.

Western Europe stays bigger than the US. Certification is the price of entry, because the markets that grew are the ones that ask for test reports and audits. India stays the source: a new areca plantation takes about seven years to give large sheaths, and building collection and pressing capacity takes years more, so no other origin can reach export scale inside the forecast window. And the US decides the headline but not the shape of the industry.

If I were an importer, I would plan on the European baseline and treat any US recovery as upside, not the other way round.

What should importers do with this forecast?

Choose suppliers on the things that held up in FY 2025-26. That means a full set of test reports you can actually see, a loading date written into the contract, and enough finished stock to ship through the monsoon. Our questions to ask a palm leaf supplier page turns that into a checklist.

Price matters, but a cheap container that arrives six weeks late in your peak season costs more than it saved. Our published bands, per piece FOB New Mangalore, run from USD 0.032 to 0.117 for round plates, Economy to Premium.

Questions buyers ask

What is the forecast for the palm leaf plate industry to 2029?

Three scenarios for FY 2028-29: about 29.0 million US dollars in the best case, 26.5 million in the central case and 21.5 million in the bear case, from a FY 2025-26 base of 20.12 million. The US decides which one comes true; Europe stays the largest region in all three.

Is Western Europe now the biggest market for palm leaf plates?

Yes. By our estimate Western Europe took about 48% of India’s export value in FY 2025-26 against about 31% for the United States, and it stays ahead in all three of our scenarios to FY 2028-29.

Could another country replace India as a supplier by 2029?

We do not think so. Areca grows elsewhere, but a new plantation needs about seven years before it gives large sheaths, and collection and pressing capacity take years more to build. No other origin reaches export scale within our forecast window.

Can a palm leaf supplier provide test reports and certification documents?

A serious one can, quickly. Ask for ISO 9001 and ISO 14001 certificates, a BSCI audit, an LFGB or EU 1935/2004 migration report and an EN 13432 test. Ecodyne sends certificates and test reports on request.

How reliable is this forecast?

It is a scenario range, not a prediction of one number. Each case is built market by market from provisional FY 2025-26 data, and the assumptions are stated. The structural conclusions are firmer than the headline figures, which depend mostly on US policy.
