INDUSTRY REPORT 2026 · REGULATION
What rules and certifications apply to palm leaf plates exported from India?
No single law covers the trade. A palm leaf plate exported from India has to meet the food-contact law of the country it is sold in, such as EU Regulation 1935/2004 or LFGB §30 and §31 in Germany. Buyers then add their own checks: ISO 9001, ISO 14001, a BSCI audit and an EN 13432 compostability test are the usual ones.
For importers and compliance teams working out which documents a palm leaf tableware supplier should be able to send.
Quick facts
- EU single-use plastics rules ban plastic plates from 3 July 2021. Natural polymers that are not chemically modified fall outside the EU definition of plastic.
- In the EU, every food-contact article must meet Article 3 of Regulation (EC) No 1935/2004.
- India banned identified single-use plastic items, including plastic plates, cups and cutlery, from 1 July 2022.
- By our estimate Western Europe took about 48% of India’s palm leaf plate export value in FY 2025-26, so EU rules set the bar for the trade.
- Our count: export-grade manufacturers carry between 7 and 12 certifications, audits and test reports.
Which certifications do importers ask palm leaf plate suppliers for?
They fall into four groups: quality, environment, social compliance and the product itself. The first three are about the company. The fourth is about the plate.
| Group | Standard or test | What it shows | Ecodyne |
|---|---|---|---|
| Quality | ISO 9001 | A managed, audited quality system | Certified (TÜV India) |
| Environment | ISO 14001 | A managed environmental system | Certified (TÜV India) |
| Social | amfori BSCI | Working hours, wages, health and safety checked by audit | Audited |
| Food contact | LFGB §30 and §31 testing | Nothing passes from the plate into food in harmful amounts | Tested to LFGB standards and confirmed compliant |
| Compostability | EN 13432 testing | The material breaks down under industrial composting conditions | EN 13432 tested and passed |
Most European retail and catering buyers above small-business size ask for ISO 9001 as a matter of course. ISO 14001 comes up most in German and Nordic tenders, and BSCI is close to a gate for European retail. We send certificates and test reports on request. More on the three management standards is in our ISO 9001, ISO 14001 and BSCI guide.
Does the EU single-use plastics ban cover palm leaf plates?
No. Directive (EU) 2019/904 stopped single-use plastic plates, cutlery, straws and expanded polystyrene food containers from being placed on the EU market from 3 July 2021. The directive’s definition of plastic excludes natural polymers that have not been chemically modified, as the European Commission’s guidance confirms.
A palm leaf plate is pressed leaf with nothing added, so it is not a plastic under that definition. That ban is the single biggest reason European demand for palm leaf, bagasse and wood tableware grew after 2021.
What does EU food-contact law require of a palm leaf plate?
Article 3 of Regulation (EC) No 1935/2004 says food-contact materials must be made under good manufacturing practice so that they do not pass their constituents into food in amounts that could harm health, change the food’s composition or spoil its taste and smell. It applies to every material, plant fibre included.
Germany enforces the same rule through LFGB §30 and §31, and German buyers expect a laboratory migration report to show it. Because Germany is the largest European market, an LFGB report is usually the first product document an exporter is asked for. If a supplier is meeting German buyers’ expectations, the rest of the EU rarely asks for more.
How does the UK treat palm leaf plates after Brexit?
Great Britain kept Regulation 1935/2004 as retained law, so the food-contact test is the same as in the EU, enforced separately. Most UK buyers ask for the same reports as EU buyers.
The UK Plastic Packaging Tax started on 1 April 2022. It applies to plastic packaging containing less than 30% recycled plastic. A palm leaf plate contains no plastic, so the tax does not touch it, while a plastic-lined alternative may be in scope. The details for UK importers are in our UK plastic packaging tax guide.
Which food-contact rules apply in Australia and New Zealand?
The two countries share one food code, run by Food Standards Australia New Zealand. Standard 1.4.3, Articles and Materials in Contact with Food, is the provision that applies to plates and bowls. Customs clearance there goes faster when the manufacturer’s documents match the shipment line by line, so ask for them before the goods sail.
What Indian rules affect the palm leaf plate trade?
Two matter most. The first is the Plastic Waste Management Amendment Rules, 2021, notified by the Ministry of Environment, Forest and Climate Change on 12 August 2021. They banned identified single-use plastic items, including plastic plates, cups, glasses and cutlery, from 1 July 2022. That pushed Indian caterers towards plant-based disposables, though which material won each order came down mostly to price.
The second is tariff classification. India exports palm leaf plates under Heading 4602, for articles made of plant materials, though UK customs has ruled them wooden tableware under 4419 in the past. Our report uses two Indian export lines, 4602.19.19 and 4602.19.90. An older line, 4602.90.90, showed nothing in our June 2026 data pull. Our HSN code 4602 customs guide explains how the codes work at both ends.
One gap affects anyone trying to size the Indian home market. Domestic GST data is not published at HSN level. A Right to Information request we filed with the CBIC for it returned a nil response, and we record that on the methodology page.
How do duties affect where palm leaf plates are sold?
Directly. The United States was the only major destination where duties cut access in FY 2025-26, with a combined 50% on Indian goods for about half the year. The timeline, and the 10% rate in force since July 2026, is in the Destination Geography chapter of this report. For the EU and UK, check the current duty on your exact line in TARIC or the UK Trade Tariff before you price an order.
My reading of the whole framework is simple. A supplier that meets German food-contact expectations, holds the management certifications and passes EN 13432 can serve almost every other major market with the same file. A supplier without that file is limited to price-led buyers.
Questions buyers ask
Is EN 13432 a legal requirement for palm leaf plates in the EU?
No. EN 13432 is a European standard for industrial compostability, not a law that every plate must meet. Many European buyers ask for an EN 13432 test before they will make a compostability claim on the pack. Ecodyne palm leaf tableware is EN 13432 tested and passed.
What is LFGB testing for palm leaf plates?
It is a laboratory migration test showing that a food-contact article meets §30 and §31 of the German Food and Feed Code, which enforce Article 3 of EU Regulation 1935/2004 in Germany. German buyers ask for the report before listing a product. Our plates are tested to LFGB standards and confirmed compliant.
Does a palm leaf plate need a BSCI audit?
The plate does not; the buyer may. BSCI is an amfori social-compliance audit of the factory, covering hours, wages and safety. Many European retailers will not list a supplier without one. Ecodyne is amfori BSCI audited.
What documents should a palm leaf plate supplier be able to send?
At minimum, current ISO 9001 and ISO 14001 certificates, a BSCI audit result, an LFGB or EU 1935/2004 migration test report and an EN 13432 test report. If a supplier cannot send the test report within a day of asking, I would not order from them.
Did India’s plastic ban cover palm leaf plates?
No. The 2021 amendment to the Plastic Waste Management Rules banned identified single-use plastic items, such as plastic plates, cups and cutlery, from 1 July 2022. Plates made from plant material were not covered and became one of the replacements.
